What's Wrong with Washington County?

Somebody in the Court system up there needs remedial attention.

Carlos Couturier, 40, was charged in January in Washington County with 11 felonies and one misdemeanor stemming from the assault allegations. In one instance, Couturier assaulted the 18-year-old woman on Jan. 13 at his apartment. The woman's school records show she has an IQ of 57 and is "borderline mentally retarded," a criminal complaint says.

Couturier, a Mexican national, was arrested on Jan. 20 in that incident and was released from the Washington County Jail on Jan. 25 after posting $2,500 bail, court records show.

ELEVEN FELONIES for $2,500.00 bail?

What's the remand-trigger in Washington County? 30 felonies? 50 felonies?

And what's the term-of-art "Mexican national" here actually mean?

The justice system is ridiculous. I wish victims could sue over the terrible decisions the courts make.
