OK, the bad news first.

This has everything to do with money and very little to do with "talent", at least in the IT world.
Now the (maybe)-GOOD news:

IOW, no more cheap labor. If you want to bet on what Biden* will do, look only at where campaign money is coming from. Ignore the "national interest" because Biden* don't give a damn about "national interest."
