...Roth's headlining recommendation was to consolidate the 12 UW universities — and their branch campuses — into four geographic groups, while retaining their individual identities.
The system would save money, Roth suggests, through streamlining administrative operations and services (such as IT, human resources and procurement), consolidating and integrating budgeting functions and "standardizing and regionalizing" educational programs within each region....
That's supposed to save 15% in costs.
Naturally, Tommy Thompson objected to Roth's idea--except for the "tuition increases" part.
