Weber's trying to make the case that the USG will "default" unless the credit-card gets bigger.
To do that, he ignores the FACT that paying the interest ipso facto avoids "default."
Oh, well.

It depends on the definition used. That said, I wouldn't mind the SEIU waiting a while for their paychecks.
