This makes sense, if the details add up.
"I am not asking for tax increases or additional expenditures. I am asking to earn the right to control a portion of existing safety dollars by proving we can do a better job of keeping people safe and preventing repeat offenses by wisely using local resources in partnership with the state."
In a word: subsidiarity.
Chisholm isn't asking for much: all he wants is localized control of offenders who are on post-imprisonment 'probation.' He thinks that Milwaukee County will do a better job of it than a bunch of legislators in Madison.
I'm inclined to agree.
