Short and sweet:
1. Taxpayers have a right to have a federal government that does not grow beyond their ability to pay for it.
2. Taxpayers have a right to receive back each dollar that they entrust to the government for their retirement.
3. Taxpayers have a right to expect the government to balance the budget without having their taxes raised.
4. Taxpayers have a right to a simple, fair tax code that they can understand.
Republican Study Committee put this out, with good reason.
Naturally, with the exception of #2, this applies perforce to Madistan. Of course, we'd have to get rid of a few "Republicans" before it could occur there, too.

You left one out.
Government shall end needless programs and reduce the bureaucracy by 35%. Yes, that means a lot of people will have to find real jobs that have a purpose other than sucking of the Federal teat!
I hope they can do better than this. I'm not a fan of rights centric talk. Here's my alternative.
Obligations of Government's Regarding Taxes
1. The government is obligated to exercise prudence such that taxpayers are not unduly burdened in future years.
2. I simply disagree with this phantom right. The government isn't Morgan Stanley. No such obligation exists.

4. The government is obligated to conduct its taxation in just and transparent manner.
