One method she could use: send the Black P Stones, Vice Lords, and Four Corners membership to Texas to 'drain Texas of ....its residents.' Lori has far more of them than she needs, as evidenced by the murders, shootings, drug crimes and deaths....and there would still be about 52 other Chicago gangs remaining in town to take up the slack in murders, etc..
