An audit of the state's child-care subsidy program released Friday found that about 11% of the cases studied had eligibility and other problems and that the program has significant holes that allow the system to be defrauded and abused.
Auditors estimate that the state [pissed away] misspent between $17 million and $19 million [taxpayer dollars] in 2008 alone as a result of the problems outlined by the newspaper and in the audit.
This would be Doyle's version of 'really tight spending controls,' eh?

Most of these programs are administered by the individual counties. Guess which county and which county executive made up for the lion's share of the waste.
