In reality, they act as they always do: to avoid responsibility. After all, when Trump goes away, the Deep State Regulatory Scheme/Scam will re-appear almost instantly.
To Republican Congress-critters, that is an un-alloyed Good Thing. They can resume blaming regulators for everything, continue to collect un-earned paychecks, and retire with a very handsome benefits package.
Why change that?

Maybe Graves forgot that a tax is forever. There is no way in Hell that any future Congress (or Administration) would void the gasoline tax. But maybe Graves did NOT forget that and all he wanted was to increase Federal revenues.......again.
Then there's this obscenity:
Not addressing “FMAP” is DC talk for continuing the Obamacare policy of discriminating against the people Medicaid is supposed to serve — pregnant women, the disabled, kids in poverty, etc. Democrats loaded able-bodied adults onto Medicaid by reimbursing their care at higher rates than its original vulnerable population. There’s more of them on Medicaid now than any other group, which means the neediest Americans get lower priority. In fact, care for this “expansion population” of prime age adults (80% of whom have no kids and 62% no full time job) is reimbursed at rates even higher than Medicare for seniors....
So-called "Republican moderates" will not discuss changing FMAP. Maybe all their relatives are on that sweet, juicy, Medicaid-welfare roll??
They will not reduce the deficit until they are clubbed over the head like baby seals.
