It's fair to say that there is a struggle going on inside the Vatican. Sometimes the bad guys win; sometimes the good guys do, as in this:

The German Bishops are a collection of .........ummmnnnhhh.......dipsy-doodles (there are some exceptions, of course.)
But recall: Germany gave us the Protty Revolution, so there's precedent.
