Oh, Really? "CAN'T" Be Used?

... Republicans want to provide $1.1 billion in payments to property owners based on how much they have previously paid in property taxes. The fiscal bureau said it was unclear whether the federal government would allow the money to be spent that way. If the payments are considered tax relief, the federal funds can’t be used....

However, that raises a serious Constitutional issue:  whether the States' tax laws (and regs) are bound by Federal grant-money law.  It is established that the Feds can direct State spending and that the Feds can withhold money if States do not spend according to Fed wishes.

That's bad enough, but it's a case for another day.

But can the Feds dictate State tax policy?  Hmmmmm.
