Umnnhhh...here's the answer:
Easy answer… do both. It takes two consecutive sessions of the legislature passing the same amendment and a popular vote to amend the state Constitution. Pass it into law now and pass the first vote on the amendment.
One can speculate about the reasons for "the debate" which Fitzgerald mentions, of course. Cynics might think that SOME Republicans kinda like low hurdles to raising taxes.
