The rural 'net providers--all of whom would benefit from the plan's implementation--are refusing to bid on the damn thing, because they would lose a crap-ton of money. See, Czarina Kammy wants to cap the monthly price at $30.00, which is as much as $18.00/month short of the actual costs.
