This perfectly accurate description of Government regulations comes from a news article about new Federal fees on oil and gas energy producers.
The quote applies across the board, and fits State, local, and Federal regs:
...this proposal creates an incoherent, confusing regulatory regime that will only stifle innovation and undermine our ability to meet rising energy demand....
"Incoherent" and "confused" are not descriptors applied to regulators.
But maybe they should be.
