That's directly contradicted by the experience of Israel (detailed below) and--by the way--the statement's claims of 'safety' and 'highly effective in preventing infection' are questionable, with side-effects in not-marginal numbers also detailed below.
The term "ass-covering" comes to mind. Somebody is an ass.
