In addition to his call for more, free education, Biden also wants to extend his expansion of the child tax credit....

The speech was written by N.E.A. and A.F.T. lobbyists. It is possible that they don't know about "taxes" which are taken at the point of a gun to pay for "free" stuff.
It's also possible that they don't care, of course.
