It emerges that the VA is far more than a killer of veterans. It is also out of control (just like IRS and EPA.)

In the real world, this would call for a "re-org," whereby all the mid- and upper-level management is fired and replaced by outsiders who are competent and ruthless in pursuit of excellence.
Of course, D.C. is not the real world, and (frankly), Obozo and the Obozoids could care less.
