Is GM a Corporation?

Just a few months ago, the Left spit all over their keyboards while foaming at the mouth about Romney's remark that 'corporations are people, too.' 

Now we read this:

...Intervention from the Justice Department would be a separate matter from the DOJ's own investigation into whether General Motors is criminally liable for its failure to recall more than 2.5 million affected cars in a timely manner....(AutoBlog)

So.  GM, a CORPORATION, can be 'criminally liable' for its failure to remedy a starter-switch defect.

But if it is a CORPORATION, how can it be "criminal"?
