Napolitano hits one out of the park here:

subject only to what they can get away with....
It's usually easy to discern Mo' Gummint folks. They actually DO believe that their election, or appointment, or time-in-grade, makes them slightly superior to others. They actually DO believe that their job is more difficult than anyone else's job, and that's why they're slightly superior beings.
And it is rare--almost impossible--to find a Gummint type who understands the phrase "best interests of the State (or country, or city....). That's because they confuse The Gummint with the State.
Oh, well.
