Sure, because Bush's DOJ prosecuted Stevens knowing that otherwise he would block the passage of PPACA.
PS: Franken did not "steal" the election. Every one of Coleman's challenges was considered by non-partisan or bi-partisan authorities and denied. And the felon vote thing has been discredited many times.
If I fail to pay adequate quarterly estimates on my income taxes, I will be penalized under the taxing authority of the IRS and Federal government granted by the Constitution, and yet that penalty is not itself a tax.
