It won't be "six months", either. Like XL, the project will be delayed, if not cancelled outright, until Obozo is out of office.

If you read the report of the Gulf oil spill, you will find that regulations were part of the cause. The procedure manual for emergencies resembled a novel. It was too big and convoluted to be effective. One of the reasons they didn't divert the oil/methane mix back out over the water was because of fear of environmental fines. I see it in my industry as well. Instead of streamlining and simplifying after a root cause analysis, the tendency is to just pile on more rules.
