Henry Maier was a minor-league politician who eventually made it to the AA-team as Mayor of the City of Milwaukee.
And he established a pattern while governing Milwaukee: steal as much as possible from the suburban residents. Maier did it through MMSD, a non-elected entity with taxing power.
You say that's not "Constitutional"? Too bad.
Tom Barrett, another minor-league politician, gets Henry's old chair and found a new way to steal: raise the water rates to plug holes in the City's budget. Same kind of vehicle: the Wisconsin PSC, another non-elected body conveniently stuffed with (D) appointees.
Stealing money is part of the job description, I guess.
Kinda validates Jeff Scrima's concerns, eh?
