First and Last, the (D) Voter Plan is "Unnecessary."

JB VanHollen opines.

...Van Hollen said the bill was unnecessary and potentially harmful to the integrity of elections. The bill has moved quickly through the Legislature in recent weeks and is expected to be voted on by the Senate and Assembly in the coming days.

"The changes proposed in this bill neither enhance the right to vote nor protect against fraud," Van Hollen writes in the letter. "Instead, they make election fraud more likely, chill the lawful exercise of speech that is at the core of the First Amendment, and jeopardize the orderly administration of election laws."

He could have stopped at "unnecessary." Voter registration is simple and easy for those who WANT to vote. This bill will pile more work onto local election clerks--they will have to check on the registrants, after all--so what's the gain?

A lot of names and addresses. THAT'S the gain.
