When Red China shot a satellite out of the sky, Sandy (Pants) Berger knew he had been a success. It was his work which allowed Red China to obtain the technology needed for that little adventure, arguably the most significant Red Chinese arms development in the last 30 years.
It was Berger's influence on X42 (along with several hundred thou in campaign contributions) which brought X42 to a "coffee" tete-a-tete with a Red Chinese arms-smuggler.
So why isn't Sandy sharing a jail cell with the disgraced money-mad Bernie Schwartz, ex-CEO of Loral, who supplied the technology AND consulting?

Then again, maybe not.
