This appears to be a good start. But it may be inadequate, as Flock has a track record of doing whatever the Hell it wants to do....

Ban selling or sharing vehicle location data with private, non-government third parties
Require written approval before any search, with every search logged
Require audit logs showing who searched, why, who approved it and what came back, with supervisors reviewing those logs regularly
Require the data to be encrypted and kept inside the United States
Require driver data to be permanently deleted after 10 days, with narrow exceptions for active criminal investigations
Bar license plate reader technology from foreign adversaries
Prohibit facial recognition in license plate reader networks...
Hawley's bill includes supervisory written approval before running a search, however, it does NOT include a warrant requirement for searches. That's a weakness.
And it does not include penalties for abuse such as what we've seen by the FBI and such cretins as Jack Smith and the US Department of Justice's wholly partisan activities.
Penalties should be in place, and they should be severe.
