So he has a "how to win the war" scenario:

I'll never forget how JFK wanted to stop israel from building nuclear weapons and he wanted the precursor to AIPAC to register as a foreign agent so they would stop influencing our politicians with their money. We all know what happened after that. And ever since then, every president seems to have been afraid of them and bows down(including Trump) to them and AIPAC has too much influence over our politicians.
