You can agree to give your bank information so that they can easy “Automatically withdraw” your “penalties” weekly, bi-weekly, or monthly! This by no means is “Free” or even “Affordable.”"

Picked the "silver plan."
Post-subsidy premium: about 9.5% of gross income, $2K annual deductible, 80/20 co-pay afterwards.
Not particularly attractive.
As to "refuse-nik" treatment: it's no stretch to assume that IRS will attach assets to recover fines/penalties. Going for the house? Maybe--but they'd rather garnish wages, so attaching the house is likely last move. However, IRS could well advise that such is possible.
Forgot to mention there's no 'stop-loss' on that 80/20 copay.
