First off, it's not particularly useful: one can evade the freeze by getting promoted, or by a "bonus" adjustment.
Secondly, as Beutler points out, 6 months ago it was a BAD idea.
The proposal was originally put forward by Republicans in recent months -- and slammed by Democrats

How about a weekly one day furlough? That would certainly cut a lot out of the budget.
